Grenada, under the leadership of Maurice Bishop, was a shining example of an African government and nation seeking independence and sovereignty.There are many lessons that the invasion of Grenada taught uslessons that continue to plague the worldwide African Liberation Movement that are steeped in the efforts of the White supremacy forces to always find some African person to keep us divided and fighting each other, rather than focusing on and fighting the real enemy.In the case of Grenada, an African man with whom Maurice Bishop had practiced law and who became the deputy prime minister, was the chief architect of Maurice Bishops and the New Jewel Movements overthrow that provided the open door for the United States invasion of the island.As I wrote in my first column, and as so many had stated before me, The real question for the Black Liberation Movement worldwide is when will we stop killing each other over political dispute? This was clearly a political dispute between different forces within the New Jewel Movement. All factions had pledged a commitment to bring about change for the people of the island, and Mr. Bishop was beginning to bring about that change, as the popular outpourings of support for him during the fighting testify. Did someone want that change to stop?We must always remember Grenada and the words that Maurice Bishop spoke at Hunter College in New York on June 5, 1983. Mr. Bishop said, Our people, therefore, have a greater and deeper understanding of what the revolution means and what it has brought them.The people of Grenada and the New Jewel Movement will return, as all African people will, to once again find our place in the sun. II -BACKGROUND 1. GENERAL INFORMATION ON THE COUNTRY 1.1. Geography & climateGrenada island (344 km 2 ), the most southerly of the caribbean windward islands, is about 241 km southwest of Barbados and 145 km northwest of Trinidad.The State of Grenada also includes the 2 Carriacou and Petit Martinique islands (respectively 35 km 2 and 2 km 2 ).The center of the island is a verdant rain forest and the southern coast has many white and sandy beaches.Grenada is a volcanic island.It is traversed by a mountain ridge that forms a spine down the length of the island (highest peak : 840 m).3 lakes have formed in the craters of extinct volcanoes along that ridge.The littoral coast of the island can be described as follows :On the west coast : steep cliffs are dominating while alternating with flat outlets of rivers.The slopes of these rivers are high but, the outlets are usually small and flat alluvial plains few centimeters above the mean sea level ;On the north-east coast : flat alluvial plains are dominating.Here is located the biggest river of the island (Great River) ;On the south-east coast : here, the large protected bays are dominating.The extremity of the bays usually consists of a river outlet associated with an alluvial platform.The climate is tropical.A mild dry season lasts from January to May with night temperatures dropping to 16–18°C.The rest of the year is wet with mean temperature about 30–32°C.Rainfalls vary from 1500 mm/year in the coastal areas to about 4000–6000 mm/year in the mountain.The eastern part of the island (leeward area) is the most rainy and thus includes the biggest rivers.With a smaller surface and lower mountains, Carriacou has an average rainfall of 1300 mm only.The temperature of the marine waters is almost constant throughout the year between 28 and 30°C.Salinity ranges between 35 and 37 ‰ .The island is under the influence of the general north-east to south-west current. 1.2. PopulationThe estimated population in 1985 was 94000 with an annual growth rate of 0.9 % (1977–1982).Most of Grenada's population is of african descent and about 30 % of the population are concentrated around the capital St-Georges.The rest are distributed all over the island, mainly on small farms.From 1960 to 1976, the population grew only 0.5 % annually due to a high emigration.Furthermore political factors in the recent past have resulted in increased emigration and a stable population.About 50 % of the population are under the age of 25. 1.3. EconomyGrenada's economy is based on agriculture with tourism becoming progressively an important source of foreign currency.The main crops are fresh fruits, vegetables, cocao, bananas and nutmeg (Grenada is the second world producer of nutmeg after Indonesia).The industry (light industry only) remains a marginal sector and accounts for 4 % only in the Gross National Product.In 1984, the G.N.P. increased by about 0.4 %.However, so far, the foreign grants and loans play a non-negligible role in the Grenada's economy.In conclusion, Grenada's economy is improving but is still very weak with a heavy debt and an unemployment about 20–25 % (in 1985). 1.4. Development policyThe private sector investment (domestic and foreign) is now seen as the main engine of economic development.The new Government has already decided to divest itself of selected state entreprises and to reformulate tax and investment laws to give new incentives to potential investors. 2. FISHERIES SECTOR AND PERSPECTIVES OF DEVELOPMENT 2.1. Characteristics of the fishing fleetIn 1986, 1255 fishermen are registred for 590 boats (size ranging from 10 to 26 feet).It is important to notice that almost all the boats fish on the continental shelf (3100 km 2 ). 2.2. Fishing methodsVarious fishing methods are utilized such as seine nets (mainly beach seines on the west coast from February to September), long line and trolling (from December-January to May-June), handline, fish-traps and gillnets all year round and scuba diving. 2.3. Catches and consumptionThe official catches by type of fishing from 1980 are summarized in the following table (source : Artisanal Fisheries Project, Ministry of Agriculture and Fisheries). Chapter 2Armed forces from theUnited States illegally invaded the smallCaribbean island ofGrenada on25 th October 1983 . In a press conference given the same day, President Ronald Reagan gave three reasons for this action. The overriding reason was to protect innocent lives, including up to a thousand US citizens, whose personal safety were his paramount concern. The other two reasons were to forestall further chaos, and to assist in the restoration of conditions of law and order and of Governmental institutions to the island. Any impartial analysis of the facts will show that there was no threat to any lives, that theIsland was calm and that steps were already being taken to put in place an interim civilian Government until an election could be held. The truth is that theUS had long planned to invadeGrenada , and remove the left wing Government that it strongly opposed. Former CIA agent John Stockwell has public ally admitted to meeting with Maurice Bishop and advising him that an invasion ofGrenada was being planned.Following the tragic events onFort Rupert where Maurice Bishop died,Grenada was left with a cabinet of three ministers, only two of whom were in the Country, and no head of Government. The senior of the three ministers, Selwyn Strachen, after consultation with leaders of the army and members of the Defence and Security Committees, invited the Armed Forces to form a Council to fill the power vacuum until a civilian government could be formed. There was concern that the Americanswould use the fact of a power vacuum to invade the island, and it was felt that the armed forces were the only institution capable of filling the vacuum. At such short notice.On October 19 th , the 16 man Council issued its first statement to the nation. It was made clear that the Council would only exist for fourteen days, by which time a broad based civilian government would be established, and the country would be promptly returned to civilian rule. The statement also pointed out the grave danger and concern that the Americans would use the internal problems to justify an invasion, and indicated that a four day curfew would be established. In retrospect, the imposition of the curfew in the way that it was imposed can be seen as a serious error. The curfew was announced as a twenty four hour dawn to dusk curfew, and that anyone violating the curfew would be shot on sight. The announcement incensed the bulk of the population, and effectively alienated the Council from them. It provided a ready-made audience for the hostile propaganda beaming intoGrenada from outside. It also played into the hands of theUS with their propaganda line that the Council were ruthless and radical communists who had seized power.Why was the curfew imposed? The underlying concern for the Council was that following recent events, the Americans would be determined to invade and that they needed to concentrate on preparing their defence. It was important to ensure that there were no further internal disturbances in order to demonstrate that the situation was under control and to ensure that the armed forces could concentrate on the external threat. The Council had obtained evidence by the evening of 19 th October that hostile elements had played a role in stirring up the activities of the previous days, and they were concerned that the Americans would aim to create further internal disturbances as a prelude to the invasion. It was therefore felt that it would be better to use strong words than to allow things to remain out of control.In reality, it was made clear to the soldiers that the shoot on sight order was not to be implemented, and not a single individual was shot. Throughout the days of the curfew, in many areas people were allowed to move around. In Grande Anse people were on the beach, American students could be seen doing physical exercises and youths were playing football inQueens Park . Throughout this period, all essential services were guaranteed and there were no disturbances or looting. The looting only started after the invasion and the Americans were in control of the island.After the events of the October 19 th , and throughout the period up to the invasion, the Council kept the Governor General advised of developments and consulted him on all major decisions. This consultation was by telephone, and in two meetings that he has with members of the Council. At the first meeting held on 22 nd October, General Hudson Austin explained the reasoning behind the creation of the Council, and made it clear that the army had no interest in holding power. The Council was a holding operationuntil a broad bases civilian government could be formed within fourteen days.
