The IMF is an international organization of 185 member countries. It was established to promote international monetary cooperation, exchange stability, and orderly exchange arrangements; to foster economic growth and high levels of employment; and to provide temporary financial assistance to countries to help ease balance of payments adjustment. (See Purposes of the IMF in the Articles of Agreement.)
Since the IMF was established its purposes have remained unchanged but its operations—which involve surveillance, financial assistance, and technical assistance—have developed to meet the changing needs of its member countries in an evolving world economy.
Poverty Reduction Strategy Papers (PRSPs) are prepared by member countries in broad consultation
with stakeholders and development partners, including the staffs of the World Bank and the IMF.
Updated every three years with annual progress reports, they describe the country’s macroeconomic,
structural, and social policies in support of growth and poverty reduction, as well as associated
external financing needs and major sources of financing. This country document for the Republic of
Madagascar is being made available on the IMF website by agreement with the member country as a
service to users of the IMF website.c
